- The people outside the city are either perceived threats to the kingdom who had most of their powers sealed (like dragons n shit) or sympathisers from inside the city who were kicked out, and some MAGIC KILLJOY TYPES
- Head Guy, who still needs a name, was a devotee to the Outsiders' cause and gave his life for this plan because a) VIVE LA REVOLUTION and b) he thought it would impress the shit out of Dakota (he was wrong) but after the thing fucked up and he wound up stuck in the back of a prince's mind for twenty-something years, instead of at the forefront like he was SUPPOSED to be, he's kind of out of shits to give. He still has a slight thing for Dakota, but more than that, he just wants a way a) at the helm or b) the fuck OUT. He still hates the monarchy the most, though, which is why he torments Oliver now that he can communicate with him
- Evan (Evain?) is one of the few folks on the outside who still has his nonhumanness; he's sort of like Dakota's Navi, in that BOUNCING LIGHTBALL WITH WINGS way, but he may or may not have other shapeshifty abilities
- Maybe some dude who pursues Oliver when he escapes and ends up stuck on this adventure like let me oFF LET ME OFF
- Oliver's caretaker who is secretly a sympathizer and idk if lady or guy yet
